The State of Delaware needed to educate over 14,000 State employees about their total compensation, quickly and at a reasonable cost.

They needed a vendor that met their tough internal standards, and who had extensive experience producing total compensation statements. Additionally, the vendor needed to deliver quickly and on budget. After looking at a number of alternatives, the State settled on Charlton Consulting Group.

The Solution:

A one-page statement customized for the State of Delaware.

Charlton Consulting's first task was to work with a team from the State Personnel Office to determine the optimal statement format. After presenting details on various statement options, the decision was made to go with a one-page format.

Charlton then worked with the project team to customize the statement for the State's particular needs, helping to craft both the look-and-feel as well as the text of the statement.

In addition to working on the statement design, Charlton worked closely with the State's technical staff to develop the data specification necessary to pull information from PHRST, the state's HRIS system. This collaborative approach ensured that the data came over in exactly the format that was needed to create the statements.

The Results:

On-time, on-budget delivery of a key element of the State's overall employee communications program.

Though Delaware selected a one-page format, the calculations necessary to create the statement were complex. Charlton successfully programmed numerous pension plans, five health insurance options and five separate paid time-off arrangements. Attention to detail as well as a carefully managed specification and quality assurance process were the keys to success.
